Housing Navigator

Job Title: Housing Navigator 1FTE, Non-Exempt (40 hrs/week)

Reports To: ADRC Program Manager

Location: San Bernardino

Rolling Start, Inc., Center for Independent Living (RSI) is a 501 c (3) not- forprofit organization that provides advocacy and services to people with all types of disabilities. The mission of RSI is to educate and empower people with disabilities to achieve the independent life of their choice. We have been serving San Bernardino, Inyo and Mono Counties for 45 years.

Position Summary:

Under the direction of the ADRC Program Manager, the Housing Navigator will support consumers in obtaining and sustaining housing, engage in community outreach, participate in county-wide Continuum of Care meetings, conducts relevant consumer training, compiles housing resources and educational materials, and will track availability of new and existing affordable/accessible housing projects in the Inland Empire, Inyo and Mono counties. The position requires strong interpersonal skills to make connections and build relationships with landlords, property managers, developers, and community partners.

Essential Duties and Responsibilities:

  • Ability to maintain confidentiality;
  • Training in working with low-income families, people experiencing homelessness, seniors, and people with disabilities;
  • Community event participation. Delivering presentations/trainings to external and internal partners;
  • Bilingual in Spanish.

 

Qualifications and Skills:

  • AA Degree and 4 years’ experience working to solve housing challenges experienced by people with disabilities;
  • Two (2) years of experience in coordinating social services and supports;
  • Excellent communication and interpersonal skills;
  • Knowledge of ADA, HUD and FEHA regulations;
  • Assists consumers in understanding leases, rental agreements, and applications for housing assistance;
  • Experience with housing tenancy and sustaining services;
  • Familiarity with Section 8, HUD Section 811 (Mainstream) and Project Based Housing as well as other housing programs or resources;
  • Must demonstrate through actions and language an understanding of Independent Living Philosophy;
  • Assists with Housing Grant applications;
  • Knowledge of residential real estate a plus;
  • Working knowledge of transitional housing, shelters, temporary housing solutions;
  • Assists with post tenancy support when needed.

 

Work Conditions:

The physical demands may vary. The noise level of the office working condition is low to moderate: mostly indoors, with outreach activities outdoors. Must be able to sit for a long period of time, handle multiple tasks at one time, and lift and carry up to 50lbs.

Travel:

you will be based in our San Bernardino city location, but will be expected to serve the high desert equally in our Victorville office. Travel may also be required to Inyo and Mono counties. Expect outreach and various meetings throughout our service area. Regional and statewide events are likely, but occur less frequently (both in-person and virtual).
