Job Title: Analyst 1FTE/Non Exempt (40 hrs/week)
Salary Range: $22 – $26.40 per hour

Rolling Start, Inc. (RSI) Center for Independent Living is a 501(c)(3) non-profit organization that provides advocacy and services to people with any disability in San Bernardino, Inyo and Mono counties. The mission of RSI is to educate and empower people with disabilities to achieve the independent life of their choice. We have been serving consumers for 47 years.
Position Summary:
Under the direction of the Executive Director conducts research and analytical studies involving the operations and programs of Rolling Start; makes recommendations for development, implementation or improvement to programs or operations which may result in new or revised policies, procedures, systems or programs. Performs related duties as required.
Essential Duties and Responsibilities:
Assists with the planning and coordinating studies of administrative and operational activities including fiscal operations, budget preparation and control, equipment usage, work flow, space utilization, Disability, Diversity, and Inclusion training plans; develops reports and recommendations for appropriate action based on an analysis of gathered data.
Assists with analyzing and making recommendations regarding the development of various budgets and fiscal procedures; justifies and presents less complex budgets; controls program purchases and expenditures; reviews grant requirements data on an ongoing basis to ensure conformance with established requirements; recommends and establishes general fiscal procedures to improve organization operations based on cost/benefit studies.
Assists with recommending and establishing contract/grant forms and procedures; assists with developing and processes for Requests for Information, Application, and agreements. Interprets contract terms and monitors adherence to same; recommends solutions to contractual problems.
Assists with the preparation of grant applications and subsequent follow-up; researches methods necessary for specific grant proposals; recommends and monitors procedures for grant implementation.
Develops written procedures to implement adopted policy or to clarify and describe standard practices; develops and recommends various policies and procedures upon request; designs or improves forms to expedite procedures and coordinates the distribution to appropriate team members.
Coordinates organizational staff development needs; develops organizational training plan; administers training budget.
Participates in various meetings and presents requested and independently gathered data to assist management in making administrative and operational decisions.
Reviews present and pending legislation to determine the effect on organizational operations and presents recommendations in verbal or written form.
Prepare a variety of reports, records, correspondence and other documents as requested by Executive Director.
All other duties as assigned.
Qualifications and Skills:
Bachelors Degree required;
Must demonstrate knowledge of the Independent Living movement and Philosophy;
Twelve (12) months of full-time equivalent experience supporting management or professional-level administrative services staff in at least two of the following areas: analytical studies, research projects, organizational operations, staffing projections and related budgeting, fiscal/budget, data analysis, legislation review, contract development/monitoring/compliance, statistical analysis, accounting, economics or a closely related field.
Ability to recommend and implement solutions to a variety of complex problems
Ability to communicate clearly and at a professional level both verbally and in writing; a commitment to professional growth;
Work Conditions:
The physical demands will vary. The noise level of the office working condition is low to moderate. Travel throughout our service area is expected, statewide travel is possible for trainings. Must be able to sit for long periods of time, and handle multiple tasks at one time.
