The Advocate will community organize RSI consumers and stakeholder partners on a variety of issues impacting people with disabilities such as housing, transportation, health care, emergency preparedness, youth outreach, voting, and accessibility. The Advocate will attend meetings, public hearings and statewide events; they will be the voice of RSI! They will be responsible for recruiting, training, and facilitating volunteers and groups. The Advocate will work with RSI consumers to develop and strengthen self-advocacy skills so they can effect change on issues personally affecting them.
The candidate must be an energetic and passionate advocate, enjoy public policy, have excellent communication and writing skills and have the ability to work both autonomously and collaboratively in groups. This currently is being offered as a full-time position at 30 hours a week; based in the city of San Bernardino, with travel to our Victorville office & throughout the county.
San Bernardino County Department of Aging and Adult Services (DAAS) and Rolling Start, Inc. Center for Independent Living have formed a core partnership in the spirit of an Aging and Disability Resource Connection (ADRC). DAAS and RSI are in the process of developing protocols, practices and procedures that will enhance the community by providing a visible, reliable, no-wrong-door access point for information, referral, assistance with public and other benefits, options counseling, and transitions from long-term nursing home residence to community living arrangements as well as short-term service coordination. The mission of DAAS is to provide service to seniors and at-risk individuals to improve or maintain choice, independence, and quality of life. DAAS works to ensure seniors and adults with disabilities have the right to age in place, in the least restrictive environment. The mission of Rolling Start, Inc. (RSI) to empower and educate people with disabilities to achieve the independent life of their choice. These missions and goals are compatible with an ADRC in their aim to serve persons of all ages, incomes and abilities so that they can access the basics in long-term services and supports that are needed for them to remain active and independent in their communities. DAAS and RSI have formed the core partnership to further their missions toward the vision that San Bernardino County residents have autonomy, independence, and ability to live full and healthy lives.
This partnership will:
• Serve as a consumer-directed resource for access to long-term supports and services (LTSS) for people of all ages, disabilities, and income levels.
• Use a “no wrong door” approach, making access to information and LTSS as seamless and easy as possible for consumers.
• Bring existing resources together to provide objective information about the full range of options that are available and to empower consumers to make informed decisions about their LTSS and assure provision of core
services found in an ADRC:
o Enhanced Information, Referral and Awareness
o Options Counseling and Assistance
o Person Centered Hospital and Nursing Facility Transition Support
o Short Term (up to 90 days) Service Coordination
The ADRC Program Manager will work in partnership with DAAS staff in the provision of ADRC services.
