Now Available in the Inland Empire! Veteran Directed Care (VDC) Program Supporting Independence. Empowering Veterans. What is Veteran Directed Care? Veteran Directed Care (VDC) offers Veterans flexibility to receive home and community-based services through a personalized budget. Veterans can hire their own caregiver (e.g., bathing, dressing, meal preparation) and manage a personalized care program. Who is it for? - Veterans needing assistance (e.g., bathing, dressing, meal preparation) - Respite for family caregivers - Homemaker or chore services - Specialized medical equipment - Independent living support - Coordinating with VA and community resources How it works: 1. Meet with a VA Social Worker at the Loma Linda VA to request a referral to the VDC Program. 2. Work with Rolling Start Inc. to develop a care program and supervise your caregiver. 3. Manage a flexible budget using a monthly allowance for services. That’s why we’re beyond excited to share that the Veteran Directed Care (VDC) Program is now available right here in the Inland Empire.

This isn’t just another program—it’s a real game-changer.

The VDC Program is designed with respect at its core. It says to our Veterans: “You’ve given so much. Now it’s your turn to decide how you want to live.” Whether it’s choosing who helps you at home, setting up a care plan that reflects your unique needs, or simply reclaiming control over your daily life, this program is about honoring your service with real, practical support.

As an Independent Living Center, Rolling Start is proud to stand at the intersection of advocacy and action. We’ve seen firsthand how having just a bit of personalized assistance can reignite confidence, restore dignity, and relieve the pressure on family caregivers. When Veterans are given the tools to lead, not just receive care, incredible things happen—and we’re here for every step of that journey.
