Program Manager
JoAnn Wilkes comes to Rolling Start (RSI) with over twenty years of experience working in the nonprofit world helping the vulnerable population. She began her work in the nonprofit world as an Independent Living Specialist in 1998. JoAnn has worked in mid-level management for fifteen of those years. JoAnn also has varied work experience in the for-profit world including working for the County Probation, the
State Prison, and the Internal Revenue Service Federal Government.
As RSI Program Manager JoAnn brings many strengths to the team. She assists with grant writing, fundraising, reports, and addressing the day to day program needs of the agency. She is certified in Credit Repair, Home Equity Conversion Mortgage (HECM), Housing Counselor, and recently she has been certified as a Living Well with a Disability Facilitator.
JoAnn has received numerous honors and recognitions throughout the County of San Bernardino to name a few The Humanitarian award from Time for Change Foundation, Activist award from San Bernardino County Department of Behavioral Health Juvenile Justice Program, Recognitions from Minority Aids Council/Division of Government Relations and Public Policy. In 2003, she was the lead
Case Manager for the San Bernardino County wildfires disaster team and was also a part of the 2007 wildfire disaster team. Jo Ann received her Education from Long Beach City College; California State University Dominguez Hills, and Bethel School of Theology Riverside.
As an Ordained licensed Minister, JoAnn lives to help people better their lives. Her favorite saying is “each one reaches one, each one, teaches one.” She believes lives can be changed through these actions.
